Do you have to keep the air-conditioning fan running in order to turn the power humidifier on?

I have a Lennox power humidifier model WP2-18. I have noticed that whenever I turn off the air-conditioning fan, the humidifier doesnot work. How are these two things tied together? Do I have to keep the fan running for the humidifier to be operational.

The humidifier only receives power when the fan is running.

The ac is on the ac is latent heat humidity why would you want it running when the load on the load on the ac is latent.
