How do I operate an Emerson 230 table top humidifier?

I was given a humidifier.It has a water resivoir and a removable fan on top.The fan has a speed control and a humidistat control.The fan is working but there doesn’t seem to be any moisture coming out.

The incoming airflow and adjust the output to balance the outgoing moist air.
